How should I feed them?
Feeding them is not a hard task some may argue that they eat a lot but feeding them is a matter of just letting them out so that they can go pecking on the ground to find what is there to feed. In addition to that you can also buy some seeds where you will be feeding them with. Any bird is attracted to seed and therefore, do not let others snatch away your birds feed. In short, you have to do it in a very organized manner.
When should I feed them?
Well, it doesn’t matter when you actually feed them. There is never a right time to feed them. You can feed them with the seeds in the morning and latter in the evening. But always make sure that there is pretty much water for them to drink. Actually, water is like some form of a magnet to them.
Should I let them fly away so that they can feed on their own?
This birds if tamed well are one of the most awesome birds to ever exist. Yes you can let them fly away because they will surely return back home safely unless something bad happens to them. Therefore, if you think that it is safe to let them go just do it. They will come back in the evening.
If you are rearing the pigeons then you are obligated to feed them but if they are just a stray swam of pigeons, I bet they can take care of themselves by being the better pests they can be.
